Cycling Ireland announces High Performance Strategy 2025-2028

Cycling Ireland has today announced the High Performance Unit Strategy, 2025 – 2028.

This strategy document has come together following extensive work and consultation with Sport Ireland, high performance athletes and coaches and external stakeholders over the last several years.

This announcement comes off the back of a successful 2024, which saw strong performances by Irish riders across all disciplines, highlighted by Paralympic, World and European Championship medals.

2025 will also see the implementation of a new High Performance Pathway, and Para Pathway, which both aim to develop our younger generation of aspiring professional riders.

High Performance Director Iain Dyer said: “We are very excited to publish our new High Performance Strategy 2025-28. For a number of years, we have been working away in the background to rejuvenate the High Performance Unit in Cycling Ireland. Our current position is now much stronger than it has been in the past, and so with the highlights of 2024 now in our rear-view mirror it’s been appropriate that we took our time to take stock and develop a new strategy for the next Olympic and Paralympic Cycle.

It clearly sets out what we believe is important to continue building success in our sport at the highest level. There is fresh emphasis on HP Pathways and HP Para Pathways, so I am particularly pleased that in the coming weeks both of those areas will publish their own specific strategies too. We have big ambitions for the years to come and will see some landmark projects come to fruition in the life of this strategy which I believe will be truly transformative for Irish Cycling.”


This announcement comes hot on the heels of last week's joint announcement from the Government and Sport Ireland, pledging additional funding to high performance sports for 2025. That can be read in full here.

Cycling Ireland CEO James Quilligan reiterated: “The document our High Performance staff has put together here not only sets out clear goals and targets for the department over the next four years, but also the pathways to achieve those goals. None of this would be possible without the continued support of all stakeholders in terms of funding and resources, or without the commitment and hard work of our staff and volunteers across the organisation.”
